Consultant Inspection Question:
Who is allowed to execute a wage rate letter?

Answer:
Wage rate approvals are completed by the Project Manager in ECMS. Local project wage rate approvals are still for the most part done by letter. If the letter is signed by a PENNDOT employee it is approved, and while everything is subject to audit, the consultant has to be in a position to assume that the Department’s approval was issued in good faith and will stand. The consultant remains responsible to stand behind the qualifications of the inspector.
