When can questions be submitted in ECMS Wave 4; SOI?

• Answer:
Questions can be submitted by the lead contractor in ECMS Wave 4 between when the bid package is published and when the question period ends as noted in the Special Provisions.
o Questions for the Statement of Interest (SOI) can be submitted as they are done for consultant agreements administered in ECMS Wave 3.
