Will there always be three short listed Design-Build Best Value teams?

• Answer:
No. However it is the goal of the Department to typically short list three firms when using an adjusted Bid process. For some projects it may make sense for the Department to short list a different number of teams. During the project advertisement process, the Department will indicate the number of teams that will be short listed.
