How Are Past Performance Reports Processed?

Answer:
All contractors and subcontractors shall be evaluated for their performance by the District, upon completion of each and every Department project. The Contractor’s Past Performance Report results must be entered into ECMS.
The Inspector-in-Charge should complete the Past Performance Report (PPR) within forty-five (45) days of the physical work completion date for both the subcontractors and the prime contractors (reports for subcontractors should not be delayed until the closing of the project). The Assistant Construction Executive (ACE) and/or the Assistant District Executive for Construction (ADEC) are required to take action on a completed PPR within fifteen days of receipt from the Inspector-in-Charge.
Upon receipt of the PPR, a contractor has ten (10) days to respond to the District with any questions, or dispute the content. After this time the report will become final.
In addition to a final PPR being completed for all projects, Mid-Term PPRs shall be completed for all projects exceeding 18 months in duration. The Mid-Term Reports must also be entered into ECMS.
An Interim PPR may be completed for any major performance problems. In the case of poor performance, the District will review the Interim report with the contractor. The contractor has five days to develop a corrective action plan to the District. The contractor will be monitored for their performance on the remainder of project. In the case of continued poor performance, default action may be taken against the contractor. Refer to Publication 408, Section 108.08. If the corrective action plan is properly executed, a Final PPR will replace the Interim PPR at the completion of the project. An Interim Report may also be completed for outstanding performance, provided justification credentials are included.
