Notice to Contractors (ECMS)

Description

This screen is part of the eBidding subsystem and displays selected data about the published bid packages for a specified let date or range of let dates. The Notice to Contractors screen lists all of the projects for a particular let date or range of let dates. The displayed data is read from the Bid Package table and includes the project type, type of work, cost range, district, county, state route, section and pre-bid meeting information. Only published bid packages are displayed on this screen. This screen is dynamically updated each time a bid package is published to the ECMS website. Authorized users can access a project’s Bid Package screen from this screen by clicking on the project number hyperlink.

The Electronic Bidding Notice to Contractors screen is available to all users, including the public, and can be accessed three ways. First, from the Electronic Bidding Home Page by clicking on the Notice to Contractors (next 8 weeks) link, which results in only the projects and let dates for the next eight weeks being displayed. Second, by selecting Notice to Contractors in the Search For field on the Electronic Bidding search screen, which displays the Notice to Contractors information that satisfied the search criteria you established in your search. Third, by clicking the NTC icon on the Bid Packages by Let Date list.

Fields

Field Name	State	Description
Project	Display - Link	The project number that uniquely identifies the project within ECMS. The Project Number provides a link to the Bid Package screen.
Date Posted	Display Only	The date the bid package was published to the ECMS website.
District/County	Display Only	This field displays the PENNDOT Bureau of Design Engineering District and the Pennsylvania County associated with the project.
SR (State Route)	Display Only	This field displays the State Route on which the work will be performed for this project.
Section	Display Only	This field displays the Section of the roadway on which the work will be performed for this project.
Group ID	Display Only	This field displays the Group ID, if any Group ID was established in the final design subsystem. The Group ID unites the state route and section numbers of a project into one ID number when the work is spread out extensively and encompasses numerous state routes and sections.
Anticipated NTP Date	Display Only	This field displays the date PennDOT anticipates it will issue the Notice to Proceed for this project.
Required Completion Date	Display Only	This field displays the date PennDOT Bureau of Design (BOD) anticipates work on the project will be completed.
Project Type	Display Only	This field displays a text description of the Project Type. Valid project types are: "Standard", "Emergency", "Service Purchase', "Local Partial ECMS", "Municipal", and “Emergency Partial ECMS".
Pre-Bid Meeting	Display Only	This field displays the status of the Pre-Bid Meeting as mandatory, optional or none.
Description	Display Only	This field displays the first few lines of the long description from the Project Information screen.
State Type of Work	Display Only	This field displays the type of work comprising the project as described in the Bid Package description of work.
Cost Range	Display Only	This field displays the cost range for the project as indicated in the Bid Package. It does not include any changes made to the items and quantities via addenda. To see updated cost range information, if applicable, view the Project Cost Range on the Addendum screen for the most recently published addendum.
Structure %	Display Only	This field displays the system-calculated percentage of the project that is structure related based on the presence of S-category work class codes on the project items.
Addenda Count	Display Only	This field displays the number of addenda that have been issued for this Bid Package.
DBE	Display Only	This field displays the goal for participation of Disadvantaged Business Enterprise (DBE) participation on the project, expressed as a percentage. This field is not visible while the bid package is in FHWA Review status or if the Federal Project Status is Non-Federal. Note: This field is replaced by the MBE and WBE fields for projects that are 100% state funded (Non-Federal).
MBE	Display Only	This field displays the goal for participation of Minority-Owned Business Enterprise (MBE) participation on the project, expressed as a percentage. This field is not visible while the bid package is in FHWA Review status. This field is only visible when the Federal Project Status is Non-Federal. Note: This field is replaced by the DBE field for projects that receive federal funds.
WBE	Display Only	This field displays the goal for participation of Women-Owned Business Enterprise (WBE) participation on the project, expressed as a percentage. This field is not visible while the bid package is in FHWA Review status. This field is only visible when the Federal Project Status is Non-Federal. Note: This field is replaced by the DBE field for projects that receive federal funds.

Actions

Action	Description
Click the BACK button	When the user clicks this button, they are returned to the previous document located in the browser’s history. This button is visible to all users including the public.
Click the Project link	When the user clicks this button, the system performs a search based on the search criteria selected or provided. This button is visible to all users including the public.
