Question:
If a consultant is unable to provide a “substitute” inspector (equal or exceed qualifications of staff proposed in the SOI) but is able to provide a qualified “replacement” inspector that does not have to equal to or exceed the qualifications of the staff proposed in the SOI, what should be done? (This is likely to happen in the middle of summer.)

Answer:
If an inspector is requested within 2 weeks from the anticipated start dates identified in the RFP, then they must have to equal or exceed the qualifications of the staff proposed in the SOI. Therefore, identify on the resume of the substitute that they do not have equal or exceed the qualifications of the staff proposed in the SOI and no staff meeting the requirements are available. Provide a “replacement” inspector and receive a minor violation.
However, if an inspector is requested to start more than 2 weeks from the anticipated start dates identified in the RFP, then Contact the Contract ManagementSection,and request relief to provide a substitute inspector without equal or exceeding the qualifications of the staff proposed in the SOI without a sanction .
