Design Build Project Execution Question:
Publication 408 requires a Field Office to be in place within a specified number of days from the Notice-to-Proceed date. Is this still the case for design-build projects when required design activities may delay the need for the Field Office?

Answer:
No! In order to ensure prompt current estimate payments for initial Design activities, the method of processing paymenst must be established and initiated within 15 days of the issuance of Notice to Proceed, or as soon as the schedule of Values as required by certain lump sum Design - Build items are approved. Refer to section 1X of Special Bidding - Design - Build and Section 3.3.5 of Publication 448 for Requirements. Two Methods of payment are available:
ECMS payment processing (payments processed in ECMS can be made from any computer, including with Distrects Offices or from the Field Office)
NextGen payment processing (Payments processed in the NextGen system will requir the use of a secure computer connection.)
